Since President Gloria Arroyo came to power in 2001, hundreds of people have disappeared. There are claims the military is targeting those viewed as a threat to the government.
"I miss Karen very, very much", sobs Karen Empeno's mother. The young student was abducted one night by a group of armed men. Her family believe Karen, like hundreds of others, was caught up in a dirty war between the army and left wing political groups. Many of the disappearances have been blamed on Major-General Palparan. Palparan believes there's no real difference between armed guerrillas and left-wing students like Karen. "They are assisting farmers to invite them to revolution". He also blames the Communists for the unrest, saying "They have to disappear".
