With time lapsing for the government to stop implementation of the Housing Levy before the 10th January 2024 deadline, as directed by a 3 judge bench of the high court, both state and non - state actors are warning of serious negative ramifications, if the government does not review its taxation agenda, through the finance act 2023. Still, the country’s CEO, President William Ruto remains defiant, publicly stating that the housing levy will be implemented at whatever cost, even as both respondents and applicants moved to the court of appeal setting the stage for yet another round of legal battles between the state and human rights activists. Seth Olale engaged key sector players, including the commission on revenue allocation, trade unions, federation of Kenyan Employers and Association of Electricity Consumers.
