I actually saw this years ago when Bart 1st opened in the 70's one of my classmates her father worked for Bart, a small group went on a field trip to the South Hayward train yard saw the shop, trains being serviced, the parts rooms. I remember one fuse needed for the trains cost $1,500.00 each! As I recall the safety glass for the cars was 150.00 or more a sheet. We went up to an observation tower, overlooking the yard, where I saw a yardman step over the 3rd rail as depicted in the video. I asked my classmate's father "isn't that dangerous?" He replied "that is the cover board, the danger is beneath"

I wouldn't step on the sleeper though. Ballast to ballast is far safer.
