The spillway on the dam is uncontrolled. When the water level exceeds the height of the spillway, over it goes. Granted, they're also releasing water through the dam outlet directly into Stevens Creek to hold the reservoir just below the maximum capacity: alert.valleywater.org/?p=sensor&sid=4009&disc=f And yes, the height of the dam was raised some 10 ft. in 1985 to allow for more water retention: en.wikipedia.org/wiki/Stevens_Creek_Reservoir
