Had a nice storm hit Edmonton and surrounding areas on July 20, 2015. At the end of the video the Wind instantly reverses and then stops. Never seen anything like it before.
The only other place I've witnessed winds that start and stop abruptly is the Guanacaste region of Costa Rica. They are fair-weather northerly winds that happen under clear skies at night, mostly during the early part of the dry season. They're can start and stop super abruptly, and even swirl. They sometimes get strong enough to down trees and cause power outages.

Thinking about it some more, the one thing in common is it happening at night. I think maybe there was a low level temperature inversion. Sometimes the thunderstorm outflow will be warmer and more buoyant than the lowest layer of air. Normally it would flow over the top of the inversion, but where it has downward momentum it can temporarily punch through to the ground. When it lifts back up the wind suddenly stops. The slight reversal at the end is probably the cooler layer briefly "sloshing" back in to fill the hole just as the gusty outflow jet lifts back up. There's a related phenomenon called a "heat burst", but that usually happens behind rather than ahead of the thunderstorm complex.

I've seen the wind eddy and swirl quickly like that when there's mountains or tall buildings nearby. To see it happen in flat terrain is weird though. Probably not a tornado as it looks like outflow winds, but kind of eerie.

Question is, was that the end of it? Or was that RIGHT before a HUGE burst of wind? I've seen it happen before, the wind changes direction suddenly, and is calm for like 30 seconds, but then a massive wall of rain and wind moves through. Was that the case with this storm?

That was pretty much the end of the heavy wind. more rain came though.
