I've done something that I made it much easier to catch the mystery fish that I want so that I can land A+ catches a little quickly. I made a mistake somewhere so I'll have to redo the CECD file, halfway thankfully because this took days to just setup. The rest below are details about mystery fish. If you don't feel like reading the whole thing, you can stop reading here. There's a lot of information just from these fishes that are annoying to just get them to appear. Which is why I used this trick.
Mystery fishes in Ultimate Angler/StreetPass Fishing are different and more difficult than fishing a legendary creature or a fish. They're the most hardest to catch and sometimes the hardest to get them to appear.
To get a mystery fish to appear, you need to meet the same Mii who hasn't played the game as many times required, or to StreetPass someone who has encountered that mystery fish. There are about 12 mystery creatures, and this is how you get them to appear.
Giant Squid - Get 10 StreetPass Tags from the same Mii
Golden Tuna - Get 20 StreetPass Tags from the same Mii
Golden Swordfish - Get 30 StreetPass Tags from the same Mii
Oarfish - Get 40 StreetPass Tags from the same Mii
Golden Shark - Get 50 StreetPass Tags from the same Mii
Golden Salmon - Get 60 StreetPass Tags from the same Mii
Golden Koi - Get 70 StreetPass Tags from the same Mii
Golden Bream - Get 80 StreetPass Tags from the same Mii
Golden Rainbow Trout - Get 90 StreetPass Tags from the same Mii
Golden Bass - Get 100 StreetPass Tags from the same Mii
If you miss that chance, or fail to catch that specific mystery fish, they reappear after meeting the same Mii 100 more times. So yeah, 100 additional StreetPass Tags are required if you miss the chance to catch it, or find someone who has encountered that fish.
There are 2 mystery fishes that can only be discovered based on what 3DS game was "played recently" by the Miis you've StreetPassed. These games must be specifically Mario related games. Now, here are the last 2 mystery fishes...
Cheep Cheep - StreetPass a Mii who has played recently: (Super Mario 3D Land) (New Super Mario Bros. 2)
Blooper - StreetPass a Mii who has played recently: (Mario Kart 7) (Paper Mario: Sticker Star) (Mario Golf: World Tour)
Of course, that part of the list is incomplete. There are other games that can trigger a Blooper or a Cheep Cheep to appear, but I don't know what other games count for these to appear.
Now, for the last part, the stamina for the mystery fish is different from the legendary creatures and big fish. Usually, how it works is that you must drain the stamina before catching the fish. If you fail to drain the stamina and the fish escapes, you can try again on your next attempt with the progress you've made. But for the mystery fish, the stamina is incredibly strong, strong enough to make it impossible to get it in one attempt, even with the best rod.
If you fail to catch that mystery fish, the stamina progress that you've drained from that mystery fish will go to everyone you StreetPass next, and they may catch that mystery fish.
How do you tell that if the mystery fish has it's stamina drained before choosing a level so I have a better chance to catch it? To answer that, you have to look at what the Miis say at the beginning. The Miis you greet will tell you what they saw so you have a better understanding of what fish to go for. This is what they will usually say...
(I heard a rumor that if you head to (island), you might be able to nab a nice (fish))
This means that the Mii has found a mystery fish based on how many times you've met that same Mii through StreetPass tags, or a Special Mii. It will always be at full stamina, so be prepared to have more baits ready to catch it.
(I was at (island) the other day and almost landed a (fish))
This means that the Mii found the mystery fish last time they've played but failed to catch it. If you take this challenge, you can catch this mystery fish with its stamina drained. You are basically continuing their progress.
(I caught a fine (fish) out at (island) the other day. I bet there are more out there)
This means that the Mii has caught the mystery fish the last time they've played. This mystery fish they have caught appears so you can have a chance to catch it. It will always be at full stamina so get as many baits as you can.
So when you see the opportunity, take the chance now to catch them because who knows whens the next time you will see it again.
