Sultan Mehmud Khurd was the last ruler of the sarkar of Pakhli in Hazara, Pakistan. One of his brothers, Sultan Qiassuddin, was Wali-e-Tanawal, and the Wali-e-Upper Tanawal was Sultan Sahwaj. His brother, Sultan Muqarrab, was Wali-e-Dhamtor.
History
Sultan Maqarrab revolted against Sultan Mehmud Khud, but was defeated by the Delhi Sultanate. This incident weakened the Turks[clarification needed].
Pakhli had two important governments: one between Battagram and Thakot ruled by Shamsher Khan and the other of Kashmir ruled by Sultan Kamal. Both of the rulers were close relatives of Turkish rulers of Pakhli.

Gulibagh, the capital of Pakhli Sarkar, is a town which is located near Buffa in Mansehra city of KP. In old time Gulibagh was a capital of Pakhli Sarkar. It is located on the right side of River Siran. Gulibagh is famous for Fort Feroza and the tomb of Dewan Raja Baba. The Mughals used to stay here while going to Kashmir, hathi Mera was the place near to Gulibagh where mughals parked their elephants (Rahman 1988: 242).
Fort Feroza is located in Gulibagh. Acording to the historical record Babar Mirza, the grandson of Amir Taimur and cousin of Zaheer-ud-din Baber (founder of mughal empire), had advanced in the 15th centry A.D to the area known as Pakhli Sarkar, which is situated 20km north of Mansehra city at Gulibagh. Babar Mirza the title of Sultan Shaha-bud-din.

Gulibagh is surrounded by Tanglai Hills and it is the town of beautiful scenery and flowers. It is made of thin sliced bricks; the fort was very similar to the Mughal forts with a total covered area 5.5 x 3 miles
