Don't be so harsh on yourself. In the EU they study English from grade 1 and almost all young people under 40 are fluent in English. The common language in the EU is English. It is how they can all talk to each other. Polish, French, German, Italian etc will learn English so they can talk to other EU members more easily. I taught English as an ALT in Japan (Tochigi-ken) and you really do not start learning English until Jr. High. And even then the Japanese English program focuses on passing the High School tests not conversational English. Conversational English is tough because you have little exposure to it in Japan.

the only way to really improve english really well and really fast is to watch hours and hours and hours and days of movies, tv shows or any video content in english and try to imitate the words and sentences you hear, and then use the words and sentences to talk to people in real life. I would say if you put a lot of effort using the "immersion technique" it levels up your english fast.
