Because T(s) indicates the transfer function, that is the denominator should be taken as it is. If it were G(s) and we could verify the value of the feedback(Assuming Negative Unity Feedback) we would then add the ten to the 3 since T(s) = G(s)/(1+G(s)H(s)).
