I love the "what do you do" questions from GMs who get stuck. I just had to do that with my players. They were brand new level ones and honestly, were such adventuring twats that they honestly would have just moved outside of the town in the forest crater they were in, made a little fiefdom for themselves and stayed there. ZERO plot movement would have happened outside that little two mile crater......on an island that's 60 miles long. So...I sent an army of ghouls ran by an army of orcs with necromancers. They finally got the point.

Listening to Mercer discuss how he develops fully firmed NPCs sounds a lot like actors on really good shows like Walking Dead. The process of developing an off screen backstory, and the reasonable rationale of the "villain" emerging from an otherwise normal human character.
