I have used this technique to train my body to resist cold and hypothermia.
The effects are not immediate and took me about two months before I noticed a real difference.
I am now much more comfortable in cold weather and cold water environments.
I just hulied in an OC1 in San Diego bay last week (Jan) and swam to shore and was very comfortable even though the water was very cold.
