That Fluke meter needs to be on the lowest resistance setting. On 20M it will look like a short - 0 ohms. They are about 5.5 ohms per the manual.

My same multi meter stays at “0.L” does that mean my solenoid is bad?

Yes it should read 5.5 ohms +-1.5. If it reads open their is a break in the circuit

A meter would be smart for that as well first u can listen the. Use meter for correct voltage while someone pressing key in

And it still clicks when it receives 12 volts. I have the same issue as you as I have to manually turn on the choke every time

Very likely a bad solenoid. One thing you can do to test is disconnect the fuel-out hoses. they are the small hoses that feed fuel directly to the motor. With those hoses off, prime the fuel system and disconnect the kill switch, then choke the motor and look for fuel to come out of those tiny barbs on the solenoid. If you choke and nothing comes out, then that tells you that either the solenoid is bad or you don't have 12v getting to the solenoid, which is unlikely.

@Jason Lefevers MIne spit out gas on both small fuel lines going to the intake on carb as soon as I turn the motor over without pressing key down to choke, this happens without me manually opening the solenoid. Is this a bad primer staying open and flooding the engine?

Can you just bypass it completely? Mine is leaking fuel pretty bad

I'm sure you could, but then would make it difficult to start on some days when it's cold or sat for a while when you need that burst of fuel directly into the motor.
