I've found 85 mph to be about the highest practical smooth flowing speed on a UK motorway. Except for empty stretches, if you're going much faster than that, people coming into the rightmost passing lane are more likely to be slowing you down. Much north of 90, 95, 100 it feels like too much faster than the middle lane. Of course it depends on the area and time of day, and some - the 70 mph national speed limit is similar to the flow. I've found the big diesel BMWs tend to float down the road effortlessly and don't feel that fast relative to the actual speed. High up vehicles like vans and the SUV also feel "slow" because you are further away from the road surface.

There is a big change between a gasoline powered vehicle and a horse and buggy. I think it is more a situation where people don't like unproven, immature technology that currently causes more pollution issues than it solves becoming the dominant means of personal transportation. Especially when the reasons for the change are those pollution issues. And also while other countries (namely India and China) are still propping up highly polluting coal fired power plants by the bushel to this day. People don't like to squeeze their own lifestyles and choices when vast many in other countries are not. It just seems hypocritical and wholly unnecessary.
