We could debate many of your points but here is something concerning: The Enbridge incidents much scarier that you think. Assume that the ground moved just a little less and left the pipeline at 99.99999% of that weld's strain capacity. The planned ground disturbance for strain relief of strain gage install would have likely resulted in triggering a rupture. The consequences would be much different.
