You want your mule to be looking to you for his every move. When you're training, you want him to respond to that lead rope. You don't want to have to pull on the lead rope - if he feels any pressure from the lead rope - because he's not listening - he'll keep walking to relieve that pressure, or if he doesn't, give some sharp bumps and make him uncomfortable.
