So this comic suggest that Guiliman was going to force the Codex on the other legions by force since he had more marines than any others. Actually. It does sound like the conflict between Dorn Vulkan and Leman with Guiliman that luckly went away after Perturabo’s Iron Cage. And once Again. Perturabo saves the Galaxy. Not intentionally. But purely out of spite. And he dont even know this.

It's sadly kinda dead after GW dropped the hammer (heh) on fan works so I kinda dropped official Warhammer stuff because of that but hey one page rules, space weridos, and even lazerburn are really good games or finding old old stuff from the Rouge Trader days and playing them are a blast.

The Codex Astartes were a bunch of rules made to reorganize the space marine legions into the much smaller chapters we have now to keep something like the Horus Heresy from happening again. The idea is that keeping the individual chapters that small will make it impossible for them to challenge most imperial factions and force them to work with each other and other imperial armies more often so they'll be under more scrutiny. A chapter growing beyond that limit under most circumstances would be seen as a sign that they are becoming too independent and might be planning something traitorous.

The implication that they're aspiring to a Horus Heresy 2: Electric Boogaloo. Which is why so many Astartes and Primarchs got pissed off about the issue. If they say yes, eaxh legion is reduced to chapter strength, thus costing them their ability to project power. If they say no, then the next question is "Why not?" and they're painted in possibly the same light as the traitors they had just scoured.
