This is from a double set of commemorative albums/books from the Centennial: The Union and The Confederacy. I still have both of them.

Carter Stephens I'm sure if these guys were used back then they were mostly back line action supply & support sadly with modern war & tactics the front line could be anywhere so having a slightly handicapped person wouldn't be good

The VRC is actually still around, it operates similarly to the national guard but without the possibility of combat duties, and it's much smaller.
