Regardless of how inappropriate it was for a 10 year old to work there, the friendship that grew between Belle and Bart was very sweet. By the end, it was almost like a kindly aunt and a favorite nephew type of thing :)

The show is funnier when he has the freedom to express his artistic, creative sensibilities (which he seems to have inherited from Marge). He seems unlikely to settle for a steady, menial job. Not really. Hardly any of the old writers are still on staff and any show that's gone on as long as the Simpsons(outside of a soup opera) is going to run dry at some point.... only in this case they still keep getting renewed.

The difference you're seeing is that old Simpsons was delivered more like a sketch show; the scenes were rapid, witty, short, and that allowed the jokes to keep coming. The new Simpsons' jokes are long and drawn out, and rely too much on throwing in in-your-face-obvious visual gags to compensate or distract from the long dialogue, which takes forever to get to the punchline.
