This building was originally intended to be a hotel for wealthy tourists. Philip Sakura, a Jewish banker from the United States, initiated its construction in 1924 and owned the property for decades. However, the influx of new immigrants and the movement of Jews from Jaffa to Tel Aviv altered these plans. Initially, the city council offices were housed in a small building on Rothschild Boulevard. The changes in the community and the growing population's need for municipal services necessitated a move to a more suitable location. After considering various options, Mayor Meir Dizengoff chose the Sakura Hotel. Initially, the entire hotel was rented as a temporary municipal office, and it later became the permanent residence of the Tel Aviv municipality.
