ME is very obvious to me, but CE is a little more vague... Would CE always mean 100% of the population or let's say, 100% of a target market?

Olivier - yes collectively exhaustive means your categorization structure includes 100% of the population you’re trying to count and that you didn’t forget a subgroup by accident.

When a set of data is not MECE, then you don't use a MECE structure. You use whatever structure seems most intuitive to the situation at hand. For example, if you can't group you customers in a MECE way by their hobbies, then you show % of customers with each hobby (with the total exceeding 100% because customers can more than one hobby). You might describe 4 different types of customers that are the predominant buyers but your 4 customer groupings is incomplete (not collectively exhaustive) and the attributes across the 4 segments isn't mutually exclusive either. For example, lets say Amazon's top customer segments are: 1) busy white collar professionals, 2) busy parents, 3) retirees, and 4) tech savvy 20 something year olds. This is definitely not MECE, but it is still useful. Tech savvy 20 somethings can also be busy white collar professionals or busy parents. Busy parents can also be busy white collar professionals. So this structure isn't mutually exclusive. Further, no where in our top 4 customer segments do we mention people who are NOT busy... thus this structure isn't collectively exhaustive either. However, if our job was to help Amazon grow by targeting these 4 customer segments, these descriptions are quite useful. We can target our Amazon video content to be appealing to these segments. We can promote product categories that are popular with these kinds of buyers. This segmentation approach is still useful, just not MECE.

Your MECE example isnt the best one, cause it is only valid for integer numbers. If you are using rational numbers (which is possible when talking about the age of someone) the graphical depiction it is not MECE. Anyway. Even after decades I love the concept of MECE which I learned in management consulting lectures in "ancient times" :)
