Does this make the rebound easier/faster ?? Are they normal Hi hats ? Or two small cymbals ?

hitting the closed hats at that angle gets you a little better rebound plus its an easier position for your elbow/forearm

Is the second hihat have a faster rebound? Or is it placed so one doesn’t have to travel as far to get to It ??

It's probably the fact that it's easier to get the fingers under the stick in that position, which is how he plays so fast.

I think, just speculation, the advantages are being closer to that crash right next to the second hi hat and also the arm and elbow release you feel when switching between those two hi hats (inestead of staying constantly stationary). Again, just guessing here.

@NintenDub
Both. It's two different pairs of hats, at two different tightnesses and two different sounds. If you gotta travel from a to b, and there is a rest stop in between, it makes things easier. At least for drums.and than there's also the consistency of your hi hat stand and foot while trying to pull those parts off
