The Venezuela I Situation continues to move forward at the International Criminal Court. Being the first investigation of the Americas before the Court and the first in history to have been referred by States Parties to the Rome Statute, it has emerged as a complex process, with great challenges and opportunities. In addition, other human rights monitoring mechanisms have been operating in Venezuela, in particular the International Fact-Finding Mission, that have concluded that crimes against humanity may have been committed in the country.
Thus, although in recent times, the investigation at the ICC and ones of the Independent Fact-Finding Mission have played in Venezuela a dissuasive role that has led to a decrease in crimes committed by the repressive apparatus of the State, this has not meant the real dismantling of repressive structures, since human rights violations continue and the justice system is complicit in maintaining impunity and contributing to the violations. Actually their levels increase in electoral contexts such as the one Venezuela is about to go through in 2024 and 2025.
On December 8th, 2023, we joined Venezuelan and international civil society organizations to discuss the development of the Venezuela I investigation, the responses of civil society and the participation of the victims, as well as to analyze future scenarios considering the repressive reactions of the State and the actions of other international mechanisms such as the International Fact-Finding Mission.
