Its because of camera recording. Camera shutter speed and car wheel spin is same in this case . So its looking like it ain't moving

I think it’s when the FPS of the camera matches the rotations of the wheel in speed it makes them look like they’re not moving.

None of the above, they are clip on hub caps that spin, so when the wheel goes around they stay in one place, hence why they look like the wheel is not turning.
