I am terribly sorry, but there were a couple things you missed. I messed around with this myself and watched two others try to break it down. I can also explain a lot of things that go on. This is going to be a really long comment, so hang on tight. The game is coded to make the opponent invincible during hitstun to fix any situation that would leave you plus on hit; the only exception being desperations. This was most likely a failsafe in case the lower power gave the player too much advantage with its better frame data. Casey's lack of movement for looping can easily be mitigated with the stats by just raising speed up one or two points while Donatello just throws way too far to follow up in any possible way even with max speed unless you throw close into the corner. You can block during normals too. I want so say so long as you aren't airborne, but that's iffy. You don't need to throw a heavy out _while_ the projectile is out. You only need to throw one _before_ you do a special move. Yes, any heavy that gets whiffed makes your next SPECIAL that HITS a knockdown. This is crucial for Leo to not be unsafe on hit with Jumping Stud. The way this game treats high/low properties is not unique. Street Fighter II does this too. It's a huge reason why Triceraton is so broken. The unlockables on wakeup are directly connected to the same bug that causes grab loops. I actually didn't know Mikey and Sisy (sis-uh-phis) had that "glitch" (more like a bug really), but I can easily explain it. Certain specials are coded to be disabled if a projectile is out. This is intended to prevent projectile spam by only disabling the moves that summon projectiles, but as you can see they overlooked it with those specials. Let me put it this way for April's game-locking situation. A character can put someone else in a state that would "freeze" them because it is expected that what follows will get them out of that. April is supposed to meet Casey and fall down together afterward. You stop her from doing that, and she regains control while her opponent doesn't. If you're in a situation where Casey gets knocked down from his own bomb, then you're not using Casey correctly. He doesn't need to worry about that with his Lariat making him invincible. Just because that situation would hurt him doesn't mean it negatively affects him overall. On another note with Casey, it's worth bringing up how he takes longer to recover from his rebound (HCB) if he successfully reflects a projectile. Genesis used sound channels. The channel the Time Bomb and Bingo bytes are most likely on the same channel and the Time Bomb has priority. It has nothing to do with the CPU or memory being overloaded. A common complaint in Streets of Rage 3 that was mistaken as a bug was how the music took priority over the sound effects. Same situation.

You shouldnt have to do things like "use casey correctly" for the game not to bug out. That isnt a player flaw, its trash coding. I cant beleive Konami put their name on this crap.
@StreetwizeJJ2

@@kingsavageson4879 I know it was an extremely long comment, but it seems like you're merging some points together. Optimal Casey play has nothing to do with the game bugging out otherwise. I was countering one of the supposed "downsides" in the video. The AI does the exploit I mentioned, and you can still block afterward if it ends during the explosion. That being said, the game is indeed a mess, and feels like a reskin of one of their unfinished projects.

The combos featured in this video are amazing! I didn't even know about the Rolling Cutter unblockable, also I don't know whether it's my copy or an actual problem with the PAL version of the game but when I do Casey's desperation move, Casey and the opponent will freeze after two or three slams. Lastly, I love it when people talk about fighting games on the Genesis/Mega Drive! (Heck even I made a video demonstrating various death combos for fighting games on the Gen/MD)

You'll notice that some of them take advantage of glitches like Grab Loops, Projectiles knocking down, etc. Before you comment -The two Tier List is something to take with a grain of salt. While I did put a lot of time into this game, I wasn't able to face anyone who was willing to take this game seriously. Therefore it was hard to make a tier list and even a match-up chart for that matter. -Sisyphus' Hover Horn can become an unblockable when you do it after a grab. He can also hold back to block during the animation like Leo's Rolling Cutter. -AC was a special guest in this video. Wouldn't be quiet during my recordings so I'll have to adjust the mic sensitivity next time.

Thanks for the tips! So timing is the key factor, right? I had said "without jumping" because I'd watched some other dudes do desperation attacks after a jump, and I thought that it was necessary to avoid getting away from the enemy. I'm not new to fighting games but this one in particular is relatively new to me because I could never get it physically, and I had my revenge by means of an emulator and a rompack.

I did read what you had to say before commenting, but I feel the need to comment on the tiers anyway. It's a bit hard to take the lists seriously with April's placement. Her elbow is insane. It's safe, knocks down WITHOUT a prior whiff, is an anti-air AND overhead, and comes out frame 1. It is her answer to everything. The only attacks it can't beat out are other invincible moves. I do like Leo and Ray in this and I agree they're solid characters, but with her Elbow so broken that alone makes her deserve to be put at least in A. If grab loops are allowed then she deserves her own tier above your top 3 because it sets up for them. As for bosses, there's a hack that puts them on the CSS, but it defaults the stats to 1-1 without a way to change them on that screen. You can pause in practice to change them there at least, but it gets tedious without save states or RAM poking. Krang is easily the most in-line with the rest of the cast, possibly even underpowered without looping. His movement sucks and has to fight really carefully because the explosions hamper his ability to throw missiles quickly. The AI makes him much better than he really is. Triceraton wouldn't be so broken if his ball attacks weren't coded to be airborne. That makes it really hard to figure out how to block them. His grab doing a lot of damage is an issue too, but with loops, it's game over anyway. He's the only boss with a desperation attack too . Karai is tied with Triceraton with her extra throw range, high movement speed, and an overhead special that shouldn't be such. Her projectile is big and slow, letting her control space really well. She can at least play neutral enough to overcome her lack of desperation move, with and without looping.
@Aszaxa

Thanks for the boss information. I only messed around with them for about half an hour since you can't play as them legitimately. As for the reason I put April so low was because of how low her damage is overall. Not including the grab loops, her elbow and Claw attack does mediocre damage and while the elbow is incredibly strong (at least in terms of it causing a hard knockdown and being frame 1), it's not invincible and can lose to projectiles. Of course this is my personal opinion. I really can't stress anymore about not taking the tier list seriously. That being said, I appreciate the info.
@Aszaxa

Forgot to also mention, I think at the time I made the "tier list", I was trying to think of what it would be like to face an April player. Because Ninja Attack has a slow startup and her Claw attack is awful, I was in the mindset of the opponent only doing back drive elbow for the whole match. Hence I put her in a lower tier since I thought it would make her too predictable (despite the move being really good).

@@Aszaxa That is not the case. Speed balances your movement speed and jumping gravity, while Power balances your attack speed and damage. They have no influence over each other, and specials are completely unaffected by this. The lower speed, the slower you move and jump. The more power you have, the slower you attack but deal more damage. The CPU matches your properties. Raising your power to 8 against the CPU is generally suicide, as they have a multiplicative bonus that makes it REALLY easy for them to dizzy you and they'll find a way to beat out your slow attacks.
