It's serve-and-volley. A style which is almost extinct in tennis today. You saw more of it in the 70s, 80s, and early 90s. But as racket technology changed, balls changed, and grass and hard courts slowed, it kind of fell out. It's definitely a style that can still be done, but it requires being able to move fast and it takes a lot of time to get good at doing, which is why players either shy away from it or it isn't really taught as much today. Hsieh is really the only WTA player using it (some all court players will use it as a tactic but not for their complete game), and maybe a handful of the guys are doing it. People like Dustin Brown, Pierre-Hugues Herbert, Mischa Zverev, and a few others. Some players who use it as a tactic are Kyrgios, Federer, Medvedev, Monfils, etc.

Hsieh has a great command of the height and depth of her shots, so she can really move her opponents around and test their footwork and foot speed. The key to Hsieh's success is her loose racket tension which gives incredible control. She can literally place the ball anywhere she wants. The other side of that is that her racket generates very little power. Its an old school racket. And she hasn't broken a string in like 8 years.
