I really appreciate that Franco mentioned the case that's out there that basically says that the portion covered by Section 8's is not considered "rent". My elderly parents are "mom and pop" landlords in San Diego and only own one rental property. They haven't raised their price of rent since 2007 for a Section 8 tenant because they were never shown how subsidies work. This gives me hope that I will be able to help them raise their price so that it is closer to FMR without the fear of violating the TPA of 2019 since the tenant's portion of rent will or should not be affected. My parents needed this information, thank you so much!
