Conventional wisdom and the concept that "horse power is the ability to do work" doesn't apply in situations where you are NOT running max RPM. If you are running a treadmill motor you're doing it because you likely want VARIABLE SPEED, in other words not max RPM. If we can't use horse power numbers to determine if a motor is suited for your project how can you know? Simple, use horse power to calculate torque OR take a physical measurement of the treadmill motor.
