After failing to power up, found a few more issues with the controller board, including a tiny fuse I missed initially.
Found what appeared to be a failed power resistor and/or electrolytic capacitor near the cooling fan connector. After removing and testing those components out of circuit, they appeared to be fine, so they were replaced after removing the mystery gunk from the PCB.
Then found a tiny Pico fuse (location: F2, marked: 5A-LF) and sure enough, it was open. Removed that part and soldered in a pair of screw machined sockets to make changing the fuse in the future easier. Ordered up a bag of new fuses and replaced that one. That fuse seems to provide power to the small switching regulator next to it.
Replaced PCB in the case, hooked up power, ground, transformer wires and the pair of 2-pin connectors for the fan and the transformer feedback. Connected my 12V jump start battery and viola, the unit powers up.
