Trooper's Summary (X's are where redactions were made). While on patrol in the city of Detroit, Trooper X and I overheard Michigan State Police aviation unit Trooper 2 request assistance via 2nd District Detroit Regional Communication Center. At approximately 19:30 hours, Trooper 2 personnel advised the aviation unit was targeted by a green laser from the second story of X. Due to the severity of the crime and close proximity of the location, Trooper X and I responded to the scene utilizing our emergency lights and siren. At approximately 19:36 hours, Trooper 2 advised the suspect closed the upstairs window and exited his residence through a door located in the rear of the residence. Furthermore, Trooper 2 advised over the air "He might be armed, he almost looks like he's holding a long gun pointed at us right now. Yeah, he's shooting at us right now. He's firing rounds. He's got a long gun. extended magazine". Trooper X and I approached the house via Tyler Street near Coyle Street. Up to that point, the suspect fired multiple times at the aviation unit Trooper 2, he was armed with a high powered long gun, and utilized force that potentially could have caused great bodily harm or the loss of human life. I perceived the suspect to be highly dangerous, careless, and to have complete disregard for human life. Based on the totality of circumstances, information provided by Trooper 2 personnel, and ongoing threat to the Troopers and public, the suspect’s actions equaled with deadly force assault. Taking all things into consideration, Trooper X and I armed ourselves with our department -issued FN-15 patrol rifles and proceeded driving towards the scene eastbound on Tyler Street. I turned right onto southbound Robson Street before coming to a stop in front of X. This residence is located one street to the west of the suspect's residence. I exited my patrol vehicle, along Trooper X , approached on foot , we proceeded eastbound through the backyard of the above residence towards the back yard of the suspect’s residence. During this time, Trooper 2 personnel advised the suspect retreated back inside his residence, closing the door behind him. I approached the back of the suspect’s residence and observed a tall privacy fence on the north side of the property. Trooper X and I approached the rear of the suspect’s residence, where a large section of the fence was missing. Trooper X positioned himself on the east side of the fence opening observing the back of the residence while I positioned myself on the west side of the fence opening covering the north side of the residence. Once in position, I observed the residence to be a two-story dwelling. The rear of the suspect’s residence and back yard was poorly lit. The only light came from the inside of the residence. A few moments after taking my tactical position, I observed the rear door of the suspect’s residence open. A medium build white male exited the residence holding an AK-47-style long gun with a long extended magazine. The suspect was dressed in dark clothing. The suspect moved quickly, a few feet west and into the back yard. He was looking toward the west and up in the air. He appeared to be trying to track the aviation unit which was hovering above the west side of the residence. His body moved quickly, aggressively, and with purpose almost instantly taking up a shooting stance. I was positioned approximately 5-6 yards directly north of his location. I was on my knee, concealed only behind the wooden privacy fence, with my rifle at the ready position. I did not observe anyone else at that point. I did not know if the suspect was alone or if there were others inside the residence. I did not know if there were other weapons inside the residence. And while other police officers were responding from other places, Trooper X and I were alone at the time the armed suspect exited the rear of the suspect’s residence. The suspect aimed towards the aviation unit, took up a shooting stance, and fired. It appeared to me to be directly at the aircraft. As the suspect fired the first round, I immediately perceived this as a deadly force assault. The suspect's actions, demeanor, and deadly force used against the two pilots manning the aircraft was enough to instantly realize this was a life-or-death situation. I was in fear of my life and that of all law enforcement members involved. Further, if the suspect were to disable Trooper 2 or injure the pilot, the aircraft could crash into the urban population and cause significant fatalities of innocent civilians. As I remained only yards away from the suspect, I realized that non-lethal force was not an option. The reason being, I only had a fraction of a second to process what was transpiring before me and react to him shooting. I was unable to give verbal commands due to how quickly the subject appeared outside of the suspect residence and almost instantly began to shoot. The only way to stop this subject from killing was to engage him directly and neutralize the threat he posed. Using my department-issued FN-15 rifle, I fired multiple times at the suspect. I continued to fire until the suspect was down and no longer possessed a threat. The long gun the suspect used fell directly in front of his arms as he fell to his stomach. While the scene was still insecure and active, I shifted my focus back to the suspect residence. I asked Trooper if he was hurt, to which he responded he was not. I then advised him we needed to retreat to cover because we were exposed completely to the suspect residence and did not know at the time if there were other suspects inside the residence. I took a position covering the rear of the suspect residence while Trooper moved to the front of the residence. Additional units began to arrive on scene and started taking positions around the perimeter. I remained at my secondary position until I was relieved by Sgt. Gruenwald of the Emergency Support Team.

This happened in January ('23)... in Detroit, MI... at night. The temperature was probably close to freezing. Not even a space heater or IR heat lamp would've impacted their ability to spot a body.

Different channel. Common for police helicopter pilots to scan all local channels in case something pops off at local agencies they can assist with in the area.

May have been other traffic on the channel they were working. May have been a different channel. May have been a different radio. May have been recorded due to system setup even if the crew weren't actively monitoring that radio. Bottom line: too many unknowns.

They literally state why in the video, due to FOIA requirements. The Freedom of Information Act is federal law that governs what can and cannot be released in police footage shown to the public, and it varies from state to state.

@markp9139

The TFO actually does see crosshairs, but he selected Camera Record mode instead of Screen Record mode, so all we see is the imagery and data from the sensor system, not everything else the ARS brings to the table.

@@davesnothere. There's also a lot of other stuff that comes along with the ARS overlay, including buttons and data on top of the information provided by the camera system. Unfortunately, camera and mapping/ARS system manufacturers don't consider each other's layouts when designing their UI systems. Regardless, there is no 'sending it' when it comes to civilian law enforcement... unfortunately...

Why did it take them so long to see that it’s a weapon laser? You can see that multiple times as they got closer, while he was still inside upstairs.

The helicopter was at an altitude of 2,000 feet. The maximum effective firing range of an AK-47 is 1,100 feet, accounting for bullet drop and not considering direct upward firing. Furthermore, at a distance of 300 yards, a 7.62x39 124-grain FMJ round experiences a drop of 25.4 inches and maintains a velocity of 1,484 fps with a force of 606 ft-lbs. To penetrate the aircraft's aluminum skin at that altitude and with that specific rifle and ammunition, a force of 7,197,677 lbf would be required. Therefore, the officer's report indicating that the pilot's life was in danger demonstrates a lack of sufficient knowledge and expertise in firearms and ballistics. You know, stuff a cop should have to know, with theyre main tool being a firearm....

Just got to thinking about this... what if this was a sewerslide by cop? It would make sense...he baited the cops with the green laser, probably knowing they would respond to that call... figured he'd take a few shots at the cop chopper... but he probably wasn't expecting the two studs creeping up along the fence line...
