There is no definite answer to this. There are staffs even with more than two snakes and staff with only one snake and no cross at all. Primarily the symbolism points to the bronze serpent of Moses. The usage of two or four might have developed because of the art symmetry. And of course, there could be the influence of mythological aspects like the double serpent of Hermus and the cross of Christ in the middle showing the Cross as the source of ultimate healing. But that's a hypothetical claim with no substantial proof. Two could also be due to the dualism shown in the serpent, as mentioned in the video. There is a staff with only the serpent too, which certainly signifies the bronze serpent alone. One with the cross carries more meaning directing us to the With the cross in the midst it signifies

@@graphe526 surely it can only point to the staff of Moses and teaching of Jesus Christ if it looks exactly like what each wrote or spoke of. In all the Bible it only speaks of one serpent on a pole - never two. To place two on a pole and insist that it refers to the staff of Moses and words of Christ, forces us to follow the logic of the symbol and conclude there was an equal with Christ on the cross. This clearly is not true. I cannot claim that my sculpture is an eagle if I crafted a duck. I cannot claim to have painted a dog if the picture shows a cat. God is a God of detail. "And look that thou make [them] after their pattern, which was shewed thee in the mount. [Exodus 25:40 KJV]. Who serve unto the example and shadow of heavenly things, as Moses was admonished of God when he was about to make the tabernacle: for, See, saith he, [that] thou make all things according to the pattern shewed to thee in the mount. [Hebrews 8:5 KJV]. We cannot force Biblical interpretation on objects that do not display the exact pattern of detail mentioned in Scripture - especially when there are ancient pagan symbols that match exactly what has been made. Unfortunately, this staff looks more like caduceus which has wings with two serpents intertwined around it which is a representation of the staff of the Greek God Hermes. Granted it has no wings, but then not every caduceus does. The practice is nothing more than paganism trying to pass itself off as Christianity - woe unto you. Repent and believe the Bible based gospel.

@graphe526 Esoterically, It represents Kundalini awakening or awakening of divine energy as I call it. Serpents stand for wisdom (sophia), the rod or staff represents the spine. The serpents are a meeting of 2 divine energies at the temple spirit eye (pineal gland). They are masculine & feminine energies (have nothing to do with gender.) It is a very real & recorded phenomenon. It happened to me spontaneously 5 years ago & I had never heard the word Kundalini. Google ida & pingala, oh & sushmuma energy channels. You will see the divine energy moves like the snakes on the caduceus. The inner temple spirit eye is where inner wisdom & finding God is. I think Jesus on the cross represents finding God as Jesus within the eye. .... which opens the heart (where Jesus is).

It means the meeting of divine energies balanced with the inner temple's spirit eye (pineal gland) between. Masculine & feminine (has nothing to do with gender) energies, the conscious & subconscious, positive, negative, physical body & the spirit. It is a balance of polarities or opposites & where the physical world meets the spiritual world. This awakening of divine energy moves from the base of the spine up to the crown. The ancient name for this very real phenomenon is called Kundalini. The snakes or serpents represent wisdom (sophia) the rod or staff represents the human spine (tree of life, seriphot, Jacob's ladder).
