I don't speak Hebrew but, from what I've found, the lyrics are repetitive & go like: "Our rabbi shouted in a loud voice, there is no despair in this world at all It is a great mitzvah to always be happy"

In reference to Rebbe Nachman of Breslov (the saint celebrated during this festival), an 18th century Rabbi from Ukraine who used to say: _"Friends do not despair, for a difficult time has come upon us; joy must fill the air. We must not lose our faith in living; we must not despair. Though a difficult time has come upon us, joy must fill the air.”_ He had quite a hard life and is most known for teaching: מצוה גדולה להיות בשמחה תמיד ("It is a great mitzvah to be happy, always.") and אין יאוש בעולם כלל ("There is no despair in the world.") - acc to Svara, a non-profit Jewish org.
