"In the early hours of December 25, 1991, Mikhail Gorbachev resigned as president of the USSR, declaring the office extinct and ceding all the powers still vested in it to Yeltsin. That night, the Soviet flag was lowered for the last time over the Kremlin. The next day, the Supreme Soviet of the Soviet Union formally recognized the dissolution of the Soviet Union and dissolved itself."
