Verb valency (also verb valence) means that each verb, depending on its meaning, needs a series of complements next to it to be able to make sentences, that is, in order to exist. The valency of a verb is then how many and what complements it requires according to its meaning.
The verb " to send" needs three complements: subject, direct object and indirect object, because for the action of "sending" to take place, "someone" (SUBJECT) needs to send "something" (DIRECT OBJECT) "to someone "(INDIRECT OBJECT).
A verbal argument, then, is a complement that has to be present in the sentence, necessarily, because of the meaning of a certain verb. However, non-mandatory verb complements are called obliques. For example, adbervial complements will always be obliques.
