Good stuff. This is the why. When your why is strong enough, the how is easy. Know of a plugin that can give phase difference? Say OSC1 is tuned a bit lower than OSC2, and I want a target of 11hz.

How can I sync the electronic switch to an external clock for synchronized panning?

Michael, you should be able to route clock signals into the EXT CLK IN input on the bottom left of the sample and hold module. If you find that doesn’t work on switch timing, try running it into input C at the bottom. This will replace the INT CLOCK default routing. Let me know how it works for you!
