Kampung Bahru is an odd place given special protection by the British who classified it as Malay Reserve Land or Tanah Rizab Melayu. It needs to be demolished but because of complex inheritance over many generations its almost impossible to establish who owns what. It's not unique to either KL or Malaysia.

A bit incorrect. Kampung Baru is the special Malay reserve land under Malay Agricultural Settlement Act with its own Malay Agricultural Settlement Board. Some might argue the board doesn't have control over Kampung Baru anymore but they still exist until to this day. Yes, British might involve in it but it is not independent of the Malay ruler since the land is being granted by Sultan of Selangor.
