How do you determine the value of R1? Is it by the Vb or Ib of T2?

R2 is very important for this circuit operation . The voltage across the zener diode is not changing but current is increasing --here comes the importance of R2. If you apply KVL in the left side loop , you will get Vin = VR2 +Vz, Vz remaining constant, the variations appear across R2 as VR2 according to KVL.

R2 is used to Set the operating point of the zener Diode, R2 also limit the current entering the Zener Diode.

Is temperature can effect in the circuit, I. e. Is thermal runaway occur in the transitior. Or voltage devider bias is used in terms of R3/R4 in the circuit??

See , feedback fraction=m=Vf/Vout=R4/(R4+R3) VF=VZ+VBE =>mVOUT=VZ+VBE =>VOUT=(VZ+VBE)/m From the above expression , it is clear that VOUT is dependent on m and m is dependent on resistor , so we can say temperature can effect the circuit but due to presence of negative feedback , the effect will be reduced and negative feedback makes system stable :-)
