You should mention the scope is range sighted immediately before the process. Also you don’t line up the elevation with with the level indicator, that’s a vertical reference not a Zero Stop reference, use the indicator slot on the turret cover as recommended. I’ve never heard of anyone zeroing the windage knob, why would you, there is no static constant for wind velocity..

Just the shim. Sight in the rifle, then add shims and adjust the dial position.

Why do you have to put the shims in to do that? Cant you do that without them? What purpose do they serve

A scope manufacture has to design a product that will work on basically all rifles. There are a bunch of things that can influence where any single rifle. Distance between bore and line of sight (think low scope rings on a bolt action rifle vs a mount on the carry handle of the A2 style AR), drop of a particular cartridge (think slow vs fast 30-30 or 220 Swift), any special scope mount bases (regular vs 20 MOA long range base), and desired zero (25yrds, 100yrds, 225yards (a good choice for many hunting situations). That design is then put into all of the scope in a particular line (The 1-4 power in this video up tot he 6-24x[or something like that] long range scope). So, you have to design something that will allow everyone to zero their rifle, and then be able to put a zero stop so that the know won't overshoot the zero by to much. This seems like a fairly simple way to do it. You don't have to use the shims if you don't want the zero stop feature.

If you set the knob to zero after zeroing your rifle but dont put the shims in you will have a problem if you are hunting with your rifle and the elevation know gets accidentally turned. This will allow you to turn the elevation knob back to the correct zero set. The only other way to know that you are back to the original zero setup is by turning the knob all if the way down until it stops and memorize how far you turned it down

Uh, actually you're technically setting your "zero" AFTER you install the shims to put the elevation adjusment where it needs to be to shoot POI at your desired "zero" range. Once you've done THAT and have the right number of shims and then move the turret TO ZERO, the rifle is ACTUALLY ZEROED. RIFLES are not "zeroed". SIGHTS ARE.

Sight in the scope first, then loosen and remove the dial. Add the shims and replace the dial, with the dial set so the zero is aligned with the hash mark on the turret housing. You can increase the elevation by turning the dial up. When you turn the dial back down the shims will keep it from going to far. It will go past zero, but then stop. When it stops you look at the dial and bring it back up to zero. Not a bad system.
