I totally disagree with your thought process, they have made far to many crimes against retail investors and made hundreds of millions of dollars against an "$11 000.00" fine......be real!!!!

With all due respect, Mrs. Wagner. I have to say, I agree with you in part. And, disagree with you in others. First, I agree if the SEC brings charges of violating Federal Securities laws, then the defendants should have the right to have their case heard in a Federal Court and be provided a jury trial if requested. To be honest, this is common sense legislation! However, what surprised me ("didn't surprise me") was your position on over fining the bad actors that commit fraud in our market. Let me ask you a question. If a man broke in a woman's house and waited for her to come home and raped her then left. She doesn't report the rape because instead of a victim she fills like she's to blame. This encourages her assailant and he returns over and over and commits rape every time till one day she finally draws the strength to file charges. Now, do you feel that man should only be charged with ONE violation of rape? Please don't say the situation is different because it is not. If we continue to allow bad actors to rape and pillage our markets like they are doing - and our politicians want to claim "Well, sure Ken Griffin mismarked 10s of Millions of shares and stole BILLIONS of dollars, but it should only be ONE violation?" Where is the reasoning in that? You rob me today and steal a million dollars and you are fined $11,000. Do you not think you would steal another million tomorrow. This is a critical time in our financial markets. The bad actors have taken over Wall Street. And, the people we elect to represent US the people need your help to stand against the corruption. "May the punishment fit the crime!"

I totally agree with this comment. This will only stop when faced with jail time and fined more then they received from the crime will they be deterred. Being fined a small % of what they took will not deter it will only encourage them to do it again. It's no different then any other crime, and it should be punished as such.

I agree… stop scamming the American taxpayer and retail investor… there is absolutely zero fairness and transparency in the stock market… we see the deceitful tactics used by Wall Street, DOJ, SEC, and politicians to protect the corruption by holding fake hearings and even fake lawsuits on Delaware to make it appear our government is protecting the average American… we see it’s all theatre and has nothing to do with upholding their constitutional duty to protect our markets… there will be a price to pay if someone doesn’t step in and stop this generational theft NOW!!

With all due respect, Mrs. Wagner the markets were fine before they allowed market makers to create liquidity for their own use of manipulating the markets. Natural supply and demand is how it works and allowing the market markers to bypass this process is robbing the retail investor opportunities in the market. People who violate the natural supply and demand of the markets should pay the penalty, a slap on the wrist does not curb but only encourage these manipulators. The proof is in front of you the markets are in chaos because allowances and minor penalties allowed to the bad actors. Look at all the pension funds and people who invested for their retirements it's in front of you. Do not be kind to these bad actors curb their actions it is in no one's best interest other than theirs. I don't think you want to put your name on supporting these bad actors for the state our markets are today. Support our country by cleaning up the actions of bad actors that affect everyone's pension funds and individual investments.

Is there any good reason why a company like Citadel, JP Morgan, etc., can commit felony crimes (sometimes over several years), which would land anyone else in prison (and loss of license), that when caught pay a fine that is potentially 5% of what was stolen? The CEO and other conspirators in these enrichment schemes face no real penalties and never even have to admit guilt. Why? In all other parts of society and industry, this type of behavior would result in severe penalties, jail time, and being banned from industry. Yet in the financial industry, it would seem that there is an above-the-law-standard, which is not fair except for the people involved and those who benefit directly, or indirectly, from illegal financial behavior. In my opinion, the SEC should not have to balance anything in regard to deterrence and punishment. Punishment is the deterrence. Illegal activities occur more frequently when there is weak or no punishment. If the SEC really wants to end the illegal activities, make all fines equal to what was stolen plus an additional 50%, with mandatory jail time for all conspirators, not just decision makers. Doing so will bring all of this activity to a quick halt and I am willing to bet that everyone outside of Wallstreet will agree with this (the "99%"). In general, theft is considered a felony if the value of the stolen property exceeds a certain threshold, typically ranging from $500 to $5,000 in all states; at what value of stolen property is considered a felony on Wallstreet when we regularly are seeing fines for felonies exceeding a billion dollars?

Respectfully disagree. Why does it seem you are protecting the top 1% composed of Citadel, market makers and not the other 99% of us? This is no different than robbing a bank, if guys in suits in the market do it and steal billions they get a slap on the wrist. When one takes thousands from a bank they get prison for life. This should be no different. We need fines to fit the crimes of equal value that was stolen or returned back to us investors that it was taken from. Also prison just like all of us US citizens would be in for.
