According to the director's commentary from the film's DVD edition, those are cluster bombs. In his commentary, Ari Folman (the director) states that many viewers have asked what are those white things dropping from the sky.

No, this was a semi-internal affair of Israel's. They went hunting for Palestinians in Lebanon. The UN was present in the country, though. After the Israelis encircled Beirut, a multinational taskforce oversaw the PLO's withdrawal. Later in the war, the US, France and Italy offered direct help to the Lebanese Armed Forces.

According to Robert Fisk in his book "The Great War for Civilisation: The Conquest of the Middle East", pp.484,488-489, Israeli defence minister at that time Ariel Sharon and Chief of Staff Rafael Eitan met with the Lebanese Phalangist militia units, inviting them to enter the Sabra and Shatila refugee camps and telling them the PLO fighters were responsible for the assassination of their leader Bashir Gemayel. This is the core information that was neglected/distorted in this movie.
