FBI Director Christopher Wray warned on Thursday that the conflict between Israel and Hamas has increased the potential for a coordinated attack on the United States similar to the one conducted March 22 at a concert hall in Russia by the Afghanistan-based ISIS-K.
"There was already a heightened risk of violence in the United States before Oct. 7," Wray said in testimony before the House Appropriations Committee. "Since then, we've seen a rogues' gallery of foreign terrorist organizations call for attacks against Americans and our allies."
Wray made the comments during testimony about the FBI budget as he urged lawmakers to reauthorize Section 702 of the Foreign Intelligence Surveillance Act, or FISA. The legislation allows the government to collect the communications of non-Americans overseas without a warrant.
The House of Representatives on Friday voted 273-147 to reauthorize FISA.
