While Rorschach isn't really a character you're meant to sympathize with that much (according to Moore), his anger in this scene feels so justified- especially at Manhattan. If Manhattan had cared from the start, all of it could have been prevented. He rediscovers his humanity not in time to prevent Veidt from killing all those people, but only to kill Rorschach so as to prevent Veidt's plan from being ruined.
@raerth

Rorsharch is written as an arguably sympathetic character, just not one following a particularly sympathetic life or life philosophy. The conflict is between Osymandias' Utilitarianism and Rorsharch's deontology. "The end justifies the means" vs "do the right thing no matter how it ends". Dr Manhatten dismisses it all by saying "nothing ever ends" (i.imgur.com/ZJ7pyxC.jpg) The most human thing Dr Manhatten does at the end is finally break and take a side, Osymandias' side, as now he's free of tachyon interference he can see that this will prevent future nuclear war. With Rorshach representing deontology, he cannot justify a lie. Even in the face of Armageddon.

The only morally bankrupt part of Rorschach's ideology, is that he viewed compassion as weakness. He saw the world only in black and white, good and evil, and either allowed himself to forget or it was forced out of him by abuse, that everyone throughout their lives are at any given moment a combination of good and evil. It is unfortunate, that he saw only one way to deal with evil, and that was to destroy it by any means necessary. Now, is it evil to use that which evil uses against itself? No, but that doesnt make it right either. His view is not wrong; even in the face of Armageddon, you can never surrender, never compromise your position of good to the forces of evil. Its not that, you should destroy evil no matter the cost, its you destroy evil no matter the cost *to yourself* ie, your life. Even if it means your death you must stand fast as a force of good in the face of evil. We just have to figure out a better way of dealin with evil, than destroying those whose hearts have been corrupted by it.

My favorite scene in this film, & i actually on Ozymandias' side with this. Even though he killed 15 million people, he did it to save 4.5 billion other people. it's the equivalent of having to either kill 1000 people in a building, or L.A, San Fransisco, Malibu, Detroit, Chicago, & New York would be leveled, killing millions of people. You have to kill the 1000 people, or more people will get hurt or die

Keeping that lie is not condamnable since it's not in their own interest, but in the sole Humanity's interest, for preserving the peace. What is condamnable of course is the fact innocent people died for it, like in all the wars or crimes humans are responsible for. So actually the heroes here are willing to take the fault of theses genocides. This way it can sort of absolve Humanity's fault of not being able to make peace by itself, to preserve Humanity of way more innocent lives to be lost. In the face of God, the heroes are "buying" Humanity's faults to preserve them from their own destruction.
