I'm about 1800 and the sacrifice seemed intuitive to me. He may not have calculated at all and just gone with his gut.

At turn 14, why didnt black play Nd7? Sure it pins yet another one of black pieces, but it also defends the rook at a8, so if white next plays Ne5 to put pressure on the pinned knight black would be simply able to play Bxb6

Nd7 removes a defender from the a6 Bishop and white can just play Bxa6 right after, winning a piece

Another interesting game in this line is Geller - Dreev 1990. Also features a sacrifice on c4 and attack on uncastled king.
