That's an Ichneumonid, also called Darwin wasps. It's a group of parasitic wasps which are very specialised on a specific host, usually other insects. The large tail is their stinger with which they incapacitate and lay eggs inside the still living host.

I would probably say closest thing is a darwin wasp maybe but also... could've been just a bug infected with a horsehair worm. That's long! Horsehair worms are long like that and looks like two and it's a parasite that will infect insects. When it's fully grown, it'll come out of the bugs butt like that, slowly. But it normally makes the infected host find water first so that it can come out and live to breed/lay eggs in it's next host. But you know, in nature sometimes there are birth failures.

This is not likely a horsehair worm, they usually move around on their way out. This is perfectly straight and seems to stay the same length the entire time. It probably is one of those wasps, it looks just like one I found after googling it.
