There are some inconsistencies in the video. You are mixing up the process to achieve an Aircraft Type Certificate, which is issued by the "State of Design" (e.g. EASA for Europe, FAA for the US) authority (there is no expiration date, a type certificate is valid as long as the company holds such type certificate exists and continuously meets the obligation required by the applicable certifying authority) and the process to achieve an aircraft Certificate of Airworthiness, that is issued by the local authority (the authority where the airplane is registered and receive its "license plate" aircraft marks ndr.). Anyway, keep going, I saw that on youtube videos like this are still missing.
