Interesting. What we're not told is how BPA screwed up their 1970 re-election bid, in what had been an old boys club hitherto. A number of clubs, Hartlepool(s) in particular, had re-applied multiple times: (11) along with Crewe (7) - and both got returned. Gateshead re-applied once, and were booted out! It was a poor system, and promotion and demotion on merit were long overdue by the time they were introduced in 1986.

You might be right concerning the relegation rule introduced in 1986. On the other hand, due to this regulation the distinction between league and non-league has pretty much vanished. That clubs like Notts County, Wrexham, York City and Oldham Athletic fell victims to the relegation rule is also pretty sad.
