I have a few thoughts, looking at this situation. In general, the blue car could have avoided this collision. How? For example, it could have passed this intersection faster by turning right. Or on the contrary, he could have slowed down, knowing that the truck could make a wrong turn. But you have to be a very experienced and shrewd driver. What do you guys think about that?

the problem is four wheelers usually don't pay any attention to what is happening around them. it doesn't say if the was at the stop sign or drove up later. there are lots of details that are left our. my Dad taught me to give way to larger vehicles because they have a harder time turning and seeing what's around them they are slow. we are all using the highway so we all need to have some courtesy for one another without being dangerous.

Before I retired, I drove a tractor trailer rig and I often ran into this kind of situation. I do not recall any trailer not having a sign on the back warning of wide right hand turns. However, when I approached a turn like this, I would put my turn signal on well in advance and straddle the line between the lanes until I got to the point of making the turn. Getting completely into the left lane and then turning is just asking for trouble. However, you would be amazed how many vehicles would try to squeeze in between the truck/trailer in order to make a right hand turn before the truck makes his. In my case, a car actually drove on the shoulder on my right when I was in a right turn only lane. He accused me of "cutting him off" when my trailer side swiped his car. That act got him a ticket from the police, and demolished his brand new BMW convertible. When I started to turn, he was not coming up beside me. It was only after I started to turn and was unable to see him that he made his move.

I believe you may be wrong here. In NJ there are laws that the Trailer truck driver is not allowed to cross over double lines when making a turn from an intersection. Also if people noticed that there are a posted signs stating that trucks and buses make wide turns. (I was a spotter for a truck driver for cars and people like that in a car.) The blue car was to stay behind the Truck that was turning right and not in the Truck driver's blind spot. Truck driver needs to be in the left lane for a wide turn. Guess this guy does not know how to drive a Truck or even an extended bus either. So really the fault would either be both of them under New Jersey state law or the blue car because failure to follow instructions and warning that are posted on EVERY SINGLE TRAILER IN THE UNITED STATES says "wide turns" and even arrows no >>>> Yes

In this case, we only see the end result. There are questions to ask if this was a real accident. Did the truck-driver moved to the left lane just before the turn or much earlier. From which point did he use his indicators. Was the blue car at that point behind him or just along side him. Did the blue car try to sneak through the gap between truck and the grass or not. Maybe more questions if this was a real acciddent.

That's an unsafe pass, but not illegal. Legally, the truck has to be aware of the possibility of that car being there and check before proceeding. The blue car is stupid, but not at fault.

I just never get next to truck if at all possible. If the truck had his right blinker on and then the car passed him in the right lane, then the right car is at fault. Trucks are allowed to use two lanes to turn depending on the road conditions.

Before I listen to the answer (I'm not exactly sure who's to blame), I'll tell you what we were taught in CDL school. Since our semi has to make a wide right turn, leave the tail end of the trailer in the right lane signally right. Put the cab in the left lane. This will help you make the wide turn and keep a four wheeler from squeezing on your right side and getting crushed.
@durrrrl3435

The truck’s fault. They are supposed to stay in the right lane until close to the turn with their right signal on, then swing out wide to make the turn so the back of the trailer protects the right lane so no cars can get by on the right side.

You obviously never have driven a semi in city traffic. You would never be able to swing wide the way they teach you to do because of oncoming traffic.

As is indicated below there is a lot of ambiguity in the situation/question. If the truck was there first and had his turn signals on, just for the sake of humanity he should have kept going! If the car saw the turn signals on the truck any time before he pulled up he is an idiot, but there are a lot of them out there, in fact most of them. Just sit and watch a round-about for a few minutes and you will see the impeccable skill of the average driver! Total confusion in a very simple traffic pattern! In my area there are a lot of back roads that bypass the main travel routes over the Cascade's. They get a lot of snow, and are crooked and very slick, but if you can drive, so what? They allow me to bypass the morons on the main road that I have no control of! They are also usually quicker and going slower, you get much better mileage!

What about the general rule: watch and anticipate developments? What about the general rule: avoid collisions first? It's not uncommon to see idiots trying to squeeze themselves like strings between hunkers in just such a situation. It is known that there is a moment when a truck driver CANNOT see that just some microcephalus is on a collision course. I strongly believe that the passenger car is complicit and if I were a cop I would give a sucker a solid ticket even if there was no collision. For breaking general traffic rules and creating a potentially dangerous situation. For forcing the truck driver to give way, because that's what squeezing is all about.

If the truck was there first with turn signal on it's the blue cars fault, yes the truck should have approached to stop with his trailer wheels halfway in the right lane but needs the tractor in the left lane to turn right. If they pulled up at the same time it's the truck's fault.

You’ve got to be kidding. You have already told us that a right turn is permitted from both lanes. Both vehicles are indicating so we can see their intentions. And the car driver can see the intention of the truck. For the truck to be that far ahead of the car it must have entered the intersection before the car. Thus the car is travelling behind the truck and is in a position to avoid trouble, yet it did not. In addition to that the car has entered an intersection that it cannot exit. That is not permitted. Not only that it has entered a blocked intersection from a stop sign. Stop means stop and do not move until the way is clear. As for the trajectory of the truck being incorrect the only alternative for this particular road geometry is for the truck to cross the center line as it turns. A truck of that length should not be permitted on that stretch of road, or at the least not permitted to make a right at that intersection but you pose the question as if that is all permitted. I am painfully aware of difficulties associated with being beside a vehicle that you are behind but which is also behind you. Decades ago I had the side ripped out of my father’s car as I was driving it. This was in New Zealand, where we drive on the left. I was in the right lane passing through an intersection and turning right into a driveway immediately after the intersection. A car with trailer passed me on the left as we exited the intersection and the lane’s merged but there was insufficient room for it to complete it’s manoeuvre in addition to which the trailer was wider than the car. Clearly the other party was at fault in my story but there is still a lesson to be learned. Bring in the right does not pay for the panelbeating. Lesson: do not put yourself into a position where the vehicle beside you is in front of you and behind you at the same time, or if you feel the need to pass a long vehicle allow yourself space and do it as quickly as you can. I do not linger when driving beside truck and trailer units.

To use the term “blame” is not particularly valuable in this situation or indeed most interactions with road users. Both the truck and the car could have done better using the information we have here. If road users continue to use black and white thinking like “blame” improvements in road use habits will never happen.
