A joint operation unfolded on Lincoln Boulevard and a section of the Whole Foods Market parking lot in Venice on Thursday, November 30, 2023, as part of a decisive effort to manage the area's homeless encampments. The City of Los Angeles Department of Public Works, in collaboration with Clean Harbors Environmental Inc., conducted a comprehensive cleanup, temporarily closing these locations for the operation.
For the impending cleanup operation, the city had prominently posted signs 48 hours prior, informing residents of the significant cleaning effort about to take place. The notices urged individuals to clear out personal belongings from the designated areas. They clearly stated that any property left behind after 6:00 AM would be subject to removal by municipal workers.
In a swiftly executed move, Los Angeles Sanitation provided unhoused individuals with a 15-minute notice to collect their belongings. Those who did not reclaim their items saw them removed by sanitation workers, with police officers assisting in the relocation process.
The cleanup teams, equipped with the necessary safety gear including white hazardous materials suits, operated under strict adherence to safety protocols. The operation saw a strategic division of labor, with the Department of Public Works in yellow vests and Clean Harbors personnel in orange vests, working together to separate hazardous from non-hazardous debris.
The Los Angeles Homeless Services Authority (LAHSA) supported the initiative, offering essential outreach services to the affected individuals. Police officers played a critical role in maintaining order, ensuring the operation was carried out without issuing any citations, despite the active enforcement of Ordinance 41.18 which limits the use of public spaces by the homeless.
This action is a part of a larger commitment by the City of Los Angeles to address the complex issue of homelessness. While acknowledging that such cleanups are only a part of the solution, the city reaffirms its dedication to developing sustainable, long-term strategies that address the underlying causes of homelessness and provide critical resources to those in need. The operation in Venice underscores the city's holistic and compassionate approach to making a meaningful, enduring impact on the lives of its homeless population.
