You can't scale cold traffic on max conversions beyond a low to moderate budget. It's massively inefficient at scale. Google will eat your lunch. It should only be used for warming up the pixel or retargetting. tCPA only scales well if you have decent conversion volume ~ minimum of 50 - 100 conversions a month.

This is likely because the specialist created a spreadsheet where they can enter a percent for each campaign and it will spit out the exact daily spend number for each.

Nope. You're giving Google a blank check. I have scaled campaigns on autopilot using a tCPA and it absolutely works.
