There is no requirement that headlights be aligned at the factory. People blame replacement LEDs but the problem is deeper than that. Modifying a car's suspension, lifting it, will cause the lights to be way too high without touching the bulbs. Same thing happens if a truck is towing something, or if a car simply has a lot of stuff in the trunk. Semi trucks have headlight housings that sit SIGNIFICANTLY higher than regular cars for some reason but this is totally legal. Replacement bulbs are part of the issue but not anywhere near the entire problem.

'There is no requirement that headlights be aligned at the factory.' This is the problem. In the UK we have legislation with the angle of dipped beams that all vehicles must meet to be road legal. This is checked when a new car is inspected before being released to the customer. It is not getting done as mechanics are lazy and cut corners and just tick the box. This is also part of the an MOT which is a road worthyness test that every car over 3 years old must take every 3 years. Again lazy and incompetant mechanics allowing cars onto the road without properly adjusting the angle of the headlights.

Most of the problem comes from car owners themselves trying to make their car seem "better" by replacing the halogen bulbs with LEDs, which do not work properly with the optics in halogen fixtures. Halogen bulbs have a single filament which is a single bright point, while retrofit LED bulbs typically have an array of LEDs spread out over a large area. The lenses and reflectors in halogen fixtures are not designed for an array of LEDs so they send light in random directions. Some car owners love retrofit LEDs because many cars only offer LED lighting on the "premium" model, so swapping the halogens for LEDs they believe makes people assume their have a premium model. Also, people with older cars that never offered LEDs tend to install them to make their car appear newer than it is.

What you’ve not mentioned. In the past standard halogen lights are 55W low beam, 60W high beam. LED technology is many times brighter than halogen set at the same wattage because LED units don’t waste energy producing heat. So a 55W, LED is equal to at least 100W or from a Halogen bulb & that is on LOW beam. So if you meet a vehicle equipped with these LED lights specially if you are at a lower angle like the brow of slight incline, you’re subjected to significantly brighter light than even the HIGH beam from the old halogen light. Since vehicles alternators make the wattage, manufactures can design a LED that use the wattage. It’s horrible and dangerous but until legislation is put in place to stop it, we all have to endure it. Those guilty of using this technology actually are not at fault at all, the car just comes with it installed however when you’re at the receiving end, it feels very antisocial, rude & difficult to manage.

I think those with excessively bright headlight should have to pay for new road alignment: no hills; fix every pothole within 16-hours; hedges around drive-thru so idling beams don't project into traffic or sidewalk users; removal of cross road camber at intersections; and, a new form of street calming that does not involve speed bumps or humps. Then the drivers can also be taught to turn off their "night sun" lighting when parked. Yeah, they don't even have that courtecy.

You sound young. I'm 65. Been driving since a teenager. When I started to drive cars had round headlights with (dual) tungsten filament incandescent bulbs. They were not particularly bright but the lenses were scientifically designed for both efficiency and control. Full beam is up and straight ahead, dipped is down to the side of the road. Halogen bulbs started appearing in the 1970s, not 1959. They were much brighter. That was a plus for high speeds but unfortunately the timing also coincided with the widespread adoption of wedge shaped headlight lenses. At that point I believe designers totally lost control of vehicle lighting. I am very aware of lightbulbs, being a collector of antique scientifically designed (Holophane brand) light reflectors and refractors, and only tungsten bulbs provide a controllable single point light source. All other bulb types fail. They copy the shape of tungsten bulbs but do not do the same job. (A bit like things made in China that look like familiar objects but fail to function like them.) I was taught lighting design at architecture school. In the domestic and office environment we were taught that fluros are okay for background lighting but not for work lights. Fluros always flicker at 50Hz, and not being a single point source create light without shadows. It is maddening, literally. A life without shadows drives you nuts. (We were also taught not to paint a child's room with walls and ceiling same colour: creates the same effect as whiteout in the snow.) While at university I spent one summer working with the university electricians changing bulbs and tubes, a lecture theatre at a time. I became very familiar with them. Taking a break from architecture school I worked for a few years as a gibstopper (drywall plasterer) just as halogens were being introduced for domestic use. What a lot of nonsense that was. The same time as downlights became popular. A million nasty bulbs throwing light at the floor and leaving the ceiling dark: how nuts is that! The global warming nonsense has put paid to tungsten bulbs and so I have been forced to try out other light sources. In a fully enclosed reflector-refractor compact fluros are adequate and less likely to burn out wiring. LEDs are absolutely hopeless. It is very hard to get a reflector to control them. I have read about the widespread installation of 5G cellular networks and how these have been sold by having streetlighting included in the package, LED of course. What I read is that the LED lighting is driving the wildlife crazy. I assume the same goes for humans too. No other artificial light source is better match to the human eye and brain combination the the single point light source tungsten filament incandescent bulb. So, your timing was a bit out on the halogens so you probably were not around to see the start of the failure of car lighting. Later types of lighting just got worse. On top of the lighting technology other technologies contribute to bright light effects. The change in car shape to avoid pedestrian harm, followed by the popularity of SUVs raised the height of headlights, making it harder to control intrusion of light into the cabins of other cars. And improved breaking means that drivers are inclined to follow closer again leading to light intrusion. I do not see any improvement in the near future.

@RussOlson-pl3kf Thank you for your two sentence non sequitur. Actually I am a great believer in science. My "unhinged" comment was the result of both my belief in science and a lifetime of experience. Current lighting technology is about screwing the most money you can out of the suckers selling a technology that has only been widely adopted because our governments have been hijacked and the narrative requires reducing the wattage of household lighting while exponentially increasing the requirement for electricity to power exploding BEVs. And even after that I am still fully hinged. And cool? No. I am definitely not cool. I was athletic and good looking in days gone by, usually among the smartest or the smartest person in the room too but never cool.
