Those are some pretty bike SKY logos on his shoulders and back. It's just a new part of team SKY focusing on the track and lead by Wiggo. And, evidentially, different helmet sponsors. He also wore giro in his hour record.

Jarret Gosbee Sky (not the team) are a sponsor of Team Wiggins. While also he didn't wear a Giro in his hour record, he used the UK Sports helmet, which is the same one he used in the 2012 Olympics :)

So Wiggins perfection appears to have been more to do with chemical perfection not physical perfection in light the recent developments. From struggling in stages of The Tour and having to walk sections. Then jumping forward just a couple of years and winning The Tour. The nothing rider to a winner so quickly caused some to look more closely and the evidence is solidifying much the same way it did for Lance Armstrong.
